The Annual Meeting was held virtually 10/28/2021 and Neighborhood Delegates voted for open board positions. We wish our outgoing board members all the best and hope they continue to volunteer their services to the new board.

14.1. Public Access.
Most, if not all, of the streets within the Community, are public streets and, as a result, the general public may be able to gain access to Common Areas, including but not limited to greenbelts, parks, trails and paths, and other neighborhood spots conducive to gathering and interaction. The Residential Association may, but shall have no obligation to, control such access or police the Common Areas to identify and eject unauthorized persons.
 
14.9. Natural Conditions.
The Community contains a number of manmade, natural, and environmentally sensitive areas that may serve as habitats for a variety of native plants and wildlife, including insects, venomous and non-venomous snakes, and other reptiles, coyotes, alligators, and other animals, some of which may pose hazards to persons or pets coming in contact with them. Each Owner and occupant of any Unit and every person entering the Community (i) acknowledges that such plants and wildlife are indigenous to the area and are not restrained or restricted in their movement within or through the Community; and (iO assumes all risk of personal injury arising from the presence of such plants and wildlife within the Community. Neither the Residential Association, the Declarant, any Builder, nor the members, partners, affiliates, officers, directors, agents or employees of any of them, shall have any duty to take action to control, remove, or eradicate any plant or wildlife in the Community, nor shall they have any liability for any injury resulting from the presence, movement or propagation of any plant or wildlife within or through the Community.
The natural areas described in this Section may also contain creeks, ponds, or intermittent pools of water, muddy areas, and underbrush, among other things, all of which are important to the ecological balance and maintenance of the area as a wildlife habitat. No Owner or occupant of a Unit shall enter upon, or permit their guests or any other person acting on their behalf to enter upon or disturb, such areas in any way without the Residential Association's or the Declarant's prior written approval.

Initial Rules
 
Section 2. Restricted Activities. Unless expressly authorized by, and then subject to such conditions as may be imposed by, the Board, the following activities are prohibited within the Residential Properties, except to the extent undertaken by the Declarant in the course of development:
 
(b) Raising, breeding, or keeping animals except that a reasonable number of dogs, cats, or other usual and common household pets may be permitted in a Unit. In the case of dogs and cats, a maximum of two such pets shall be considered reasonable. Those pets which are permitted to roam free, or make objectionable noise, endanger the health or safety of or constitute a nuisance or inconvenience to the occupants of other Units are subject to removal in accordance with Fort Bend County's ordinances and enforcement
procedures. Dogs shall be kept on a leash or otherwise confined in compliance with County ordinances whenever outside the dwelling. Pets shall be registered, licensed, and inoculated as required by law;

Due to an influx of vehicle questions we would like to remind residents of the Declaration of Protective Covenants - specifically page 72 of the document.
 
Restricted Activities. Unless expressly authorized by, and then subject to such conditions as may be imposed by, the Board, the following activities are prohibited within the Residential Properties, except to the extent undertaken by the Declarant in the course of development:

(a) Parking of "occupant vehicles" on Units in places other than the garage or driveway serving the Unit, or parking of commercial vehicles or equipment, mobile homes, recreational vehicles, golf carts, boats, and other watercraft, trailers, stored vehicles, or inoperable vehicles in places other than enclosed garages.

For purposes of this provision, a vehicle shall be considered an "occupant vehicle" if it is parked on the Unit four or more hours per day, four or more day in any seven-day period. A vehicle shall be considered "in-operable" if it is obviously inoperable or does not have a current operating license. A vehicle shall be considered "stored" if it is put up on blocks or covered with a tarpaulin and remains in such state for 7 consecutive days without prior approval of the Board.

Sweetwater Pools advised that there is a labor shortage that has gotten significantly worse over the past 10 days (this is statewide). As such, the Cinco Ranch II Board of Directors has made the difficult decision to close the Westridge Creek, Rollingwood, and Rosewood pools effective immediately. We are hopeful that with these closures the Lake House pool can remain fully staffed and open weekends until October 17th. The Lake House pool will also be open during the Labor Day holiday weekend.
 
Westridge Creek Splash Pad is not affected by the pool closures. It will remain open until October 15th. Residents will need an amenity card key to access the splash pad.

The HOA board decided at the August 11th meeting to continue mosquito fogging twice weekly through September 30th. Mosquito fogging in the community occurs between Saturday/Sunday and once midweek around Tuesday/Wednesday. This is done by a contracted company.
 
Fort Bend County Road & Bridge also fogs for mosquito control within the county. Information on those vehicles can be located here
 
As a reminder, routinely checking your own property for areas or items that may be holding stagnant water can also help reduce the mosquito population in your area. Residents should use insect repellent whenever they are outdoors and avoid going outside at dusk and dawn when mosquitos are most active.

Delegate Advisory Committee
The “kickoff meeting” for this newly established committee was held on Aug 12.  6 resident volunteers and one Board member attended the discussion on how to run this committee to better serve the community i.e., what should be the goal, tasks right now?  The Committee charter is under development.
You don’t need to be a delegate or alternate to participate on this committee.  If you are interested in attending the discussion of this committee, please contact yuxiajessie2020@outlook.com

Safety Committee
The Safety Committee coordinates contract deputies who are hired as additional patrol resources in Cinco Ranch SW.  Your HOA and local MUD Districts fund these contract deputies and meet quarterly to discuss crime trends in our community and special needs for additional patrol resources.

Parks & Recreation Committee
The Parks and Recreation Committee needs your feedback.  Would residents like to see a separate bike path around the lakes?   If so, what lakes would you recommend?  Please send your feedback to yuxiajessie2020@outlook.com.  This a great idea, as I have been a walker/runner and I have been a biker and many times there is a conflict on the path.  Feel free to email any other comments and/or feedback that we can share with this committee as they meet monthly.

RIST Committee
Last month’s accomplishments
RIST (Reclaimed Irrigation Sustainability Team) met on July 26th.  Clay Brandenberg, Inframark, reported that the year-to-date savings through June 30th from the Reclaimed Water Project were $320,117.  Of that, $101,157 is irrigation savings to the HOA.  The Cinco Ranch 2 Homeowners Association owns 165 smart irrigation controllers that control the irrigation of 643 acres of landscaping.  These controllers use real-time weather information to automatically control the amount of water used by approximately 5000 irrigation zones.  Jeffery Knight, Mausen Consulting, and David Thurman, Texas Landscape Group, will conduct a test over the next several months to determine the effectiveness of the controllers to operate without any manual adjustments.  The test area will be along Fry Road between Water Plant Road and Cinco Terrace.  The test begins August 10th.
Current month projects
1.       The Irrigation Audit is ongoing and the first complete monthly data was collected.
2.       Work process development and documentation are also ongoing.
3.       Refinement of the member’s monthly reports.

The Cinco Ranch Residential Association II filed on May 17th with Fort Bend County Clerk of Court a Certificate of Adoption of Fining Policy for Acts of Vandalism to the property of Cinco Ranch Residential Association II, Inc. This policy will be effective starting August 1, 2021.

Board approved a delegate advisory committee is a good idea enhance delegate participation. This idea was shared on the delegate quarterly meeting on Jun 29th. We are now waiting for delegate volunteers to start.

Our community is divided into 52 sections, each representing a unique neighborhood. Besides becoming personally involved in your community, your interface into the HOA Board of Directors is through a Neighborhood Voting Delegate system where each neighborhood has an elected representative. Neighborhood Delegates are elected every 2 years by their residents. Each year, the 52 voting delegates elect 3 or 4 Board members (7 Board members in total). Your neighborhood Voting Delegate also is tasked with being the voice for you and your neighbors.
Board members are the resident elected strategic team that manage the whole community. We are all volunteers who love our community!
